Pharos Financial Group, founded in 1997 by American Peter M. Halloran, CEO, with initial capital from Soros Fund Management and CS First Boston, is a privately-owned financial services firm offering investment management, advisory and other financial services to institutional and private clients.  With offices in Dubai and Moscow, Pharos offers three investment funds providing exposure to the securities markets of Russia and Eurasia. During the previous decade the Pharos Russia Fund has delivered more than a ten-fold return, nearly twice that of the market, with less than half the market volatility. Despite the challenges of both 1998 and 2008, Pharos has never suspended a Fund's NAV, gated redemptions, set up a side pocket or reset the HWM. Pharos is regulated by the Dubai Financial Services Authority and a member of the Dubai International Financial Centre.
